Overview

Normandy, located in northern France, is home to around 3.3 million people and has an economy largely driven by the manufacturing sector, followed by agriculture, forestry, and fishing.

Characterised by its picturesque coastline and green hills, the region is increasingly exposed to three major climate risks: coastal and pluvial flooding, as well as more frequent and severe heatwaves.

The co-construction of the regional adaptation plan is expected to begin in September 2026, focusing on four priority climate risks: flooding, summer water scarcity, sea-level rise, and the emerging risk of extreme heat.

The process will simultaneously examine three key community systems:

  • Local economy
  • Agriculture and food systems
  • Infrastructure and transport

This one-year policy development process is intended to serve as the first phase of a longer-term adaptation cycle, laying the foundation for a systemic and transformative adaptation strategy for the region.
