Letter from the Coordinator

As climate impacts intensify, Europe urgently needs to know if its adaptation efforts are truly working. Current monitoring systems often fall short — tracking plans and procedures instead of real results like reduced vulnerability or lasting resilience. UNDERPIN, or “oUtcome iNDicators to mEasuRe Progress on climate resIlieNce” in its long strives to build a new MEL framework. It will create standardised outcome indicators, drawing from novel technologies (Earth observation data and AI tools) but also citizen science to measure real progress at local, regional, and national levels.   

Our project is a flagship project under the EU Mission on Adaptation to Climate Change. UNDERPIN works closely with other projects under this Mission and connect with opportunities like the MIP4Adapt Community of Practice. We will be co-designing the framework and a user-friendly dashboard with stakeholders in four pilot regions with the support of nine project partners. Together, we aim for this project to support smarter, more coordinated decisions across Europe in alignment with EU and UN climate reporting standards. This way, adaptation isn’t just happening but is making a real difference!  

2026 will be an exciting year for us, as we draw on diverse data sources to inform the indicator framework, shape policy on adaptation monitoring, and begin our work with Normandy (France), Cluj Metropolitan Region (Romania), Basque Country (Spain), and City of Kosice (Slovakia), basing the framework on their contexts. There will be opportunities to connect with us in the future through events and workshops, trainings, and of course through our online channels, including LinkedIn!
