Overview

Košice is the second-largest city in Slovakia with a population of over 230,000 inhabitants.
Located in the east of the country and surrounded by rural areas (forests and agricultural land), the city is strongly shaped by urban–rural dynamics and it presents a high degree of ethnic and linguistic diversity.

In Košice, the existing MEL framework is approached as a living system rather than a static template, where monitoring is understood as an essential process to inform decision-making rather than simply fulfil reporting requirements.

The city’s MEL framework is structured around three main components:

– Indicators and measurement tools, including performance metrics to track progress towards climate neutrality.
– Evaluation and learning processes, including periodic reviews, stakeholder consultation processes, and sector-specific monitoring teams.
– Partnerships and governance, aimed at defining roles and responsibilities regarding data contribution, analysis, and oversight.

Furthermore, the city’s engagement with universities and European initiatives, such as CLIMAAX, is considered instrumental in introducing new methods, knowledge, and learning opportunities to enhance and strengthen the local framework. The creation of the Data Analysis and Interpretation Department in 2020 is perceived as a “big step” towards strengthening data-driven policymaking in the city.
