The focus of this session is to present the state of the art in adaptation monitoring and discuss progress by the UNDERPIN project (2025-2028) towards the development of an outcome-oriented monitoring, evaluation, and learning (MEL) framework that can credibly measure adaptation effectiveness and climate resilience progress across local, regional, and national scales. The framework developed by UNDERPIN in the context of the Mission for Adaptation will serve as a reference to measure adaptation progress in the EU. Discussions will focus around three main topics: 

  • Developing meaningful indicators for adaptation outcomes and resilience 
  • Designing useful dashboards and visualisation tools for adaptation monitoring 
  • Making adaptation monitoring frameworks relevant and usable for regional and local authorities
