Four pilot regions — Basque Country (Spain), Cluj Metropolitan Area (Romania), City of Košice (Slovakia), and Normandy (France) — are collaborating with the UNDERPIN project to test and shape a new monitoring, evaluation, and learning (MEL) framework for climate resilience. Through a co-creation process, these regions will help ensure the framework is grounded in real-world needs and challenges.
The collaboration kicked off with a virtual exchange between regional representatives and the UNDERPIN team, including Climate KIC, IIED Europe, and ICLEI Europe, who will work closely with each region. Together, they are addressing diverse climate risks, from heat stress and air quality in the Basque Country, to floods, droughts, heatwaves and wildfires in Cluj, as well as flooding, heatwaves, and air quality challenges in City of Košice, and coastal erosion, sea level rise, and storms in Normandy.
The next phase will focus on identifying local stakeholders, refining regional priorities, and sharpening the thematic focus areas that will guide the framework’s development. Early exchanges have already helped surface practical needs and opportunities for implementation.
Over the coming months, these regions will act as real-world test cases. They will contribute to shaping and testing indicators, provide structured feedback and data, and pilot the framework in practice, alongside participating in cross-regional learning exchanges.
By working closely with pilot regions and a broad network of stakeholders, UNDERPIN will aims to develop an outcome indicator framework and dashboard that is both practical and usable, supporting policymakers, researchers, practitioners, and communities in making more informed and effective climate adaptation decisions.
