UNDERPIN & the EU Mission on Adaptation

UNDERPIN will actively work with other projects and initiatives funded under the EU Mission on Adaptation to Climate Change to align efforts and create synergies. The MEL Framework established by UNDERPIN will be adopted in other Mission Adaptation projects, becoming a go-to framework for climate adaptation monitoring in Europe.

EU Mission on Adaptation to Climate Change

This EU Mission aims to support at least 150 European regions and communities towards climate resilience by 2030. It focuses on helping these regions and local authorities to:

  • Understand climate risks: Identify current and future climate-related challenges specific to their areas
  • Develop adaptation pathways: Create strategic plans to prepare for and manage the impacts of a changing climate
  • Implement innovative solutions: Deploy practical measures and technologies to enhance resilience on the ground
  • This Mission is crucial as climate change affects various regions, economic sectors, and societal groups differently. Despite efforts to reduce emissions and achieve carbon neutrality, a warmer climate is inevitable, necessitating enhanced preparedness to cope with its effects and adapt our way of living. The Mission also contributes to delivering the European Green Deal.

Mission Implementation Platform (MIP4Adapt)

This supports European regional and local authorities to prepare and plan their adaptation pathways to climate resilience. For Charter Signatories, MIP4Adapt is facilitating a Community of Practice and delivering technical assistance to enable regions and local authorities to:

  1. Use their existing climate vulnerability and risk assessments to develop climate adaptation plans and fund and implement climate adaptation solutions,
  2. Identify appropriate climate adaptation demonstration projects and identify and access financial support for their implementation, and
  3. Stimulate engagement and mobilisation of citizens and stakeholders in inclusive approaches to climate adaptation.

EU Mission Adaptation Community

The Mission Implementation Platform (MIP4Adapt) provides practical support to regional and local authorities across Europe as they design and plan their pathways towards climate resilience.

Through a dedicated Community of Practice and targeted technical assistance, MIP4Adapt helps authorities to: 

  • Build on existing climate risk and vulnerability assessments to develop robust adaptation plans, and to secure funding and deliver adaptation solutions in practice.
  • Identify suitable demonstration projects and access the financial resources needed to implement them.
  • Foster meaningful engagement and mobilisation of citizens and stakeholders, promoting inclusive approaches to climate adaptation

Project partners of UNDERPIN will lead the MIP4Adapt Community of Practice (CoP) Thematic Working Group on MEL (TWG-MEL) as part of its 2025-2026 work programme.
